Yes that's a snippet of the concept and story art that was made during development, everything is high end 3D but the concept and design is quite illustrative.. there has always been some parallel graphical story development going on which will make more sense later on, for now just keep an eye out for clues for later as there will be regular updates moving forward and everything is connected
